Subcontracts Administrator

Columbia, MD

Freedom Technology Solutions Group is seeking a Subcontracts Administrator to join our expanding team. The Subcontracts Administrator will perform a wide variety of subcontracts administration duties to include being responsible for reviewing and negotiating Non-Disclosure Agreements, Teaming Agreements, subcontracts, and other contractually related documents. The Subcontracts Administrator will provide pre-award, proposal, and post-award support.

Responsibilities:

  • Prepare, negotiate and issue subcontract documents and modifications, including identification and inclusion of flow down requirements from the prime contract commensurate with delegated procurement authority
  • Tracking of funding, Period of Performance, and status for all subcontractors and 1099s
  • Prepare reports and contractual correspondence for Program Manager, contracts team members, and clients
  • Be a supportive team member, working with all levels of the Senior Leadership as well as corporate business operation departments
  • Support pre-award and proposal activity, issuing and negotiating Non-Disclosure and Teaming Agreements, reviewing client-issued Request for Proposals (RFP) and/or Requests for Quotes (RFQ) for subcontractor requirements, preparing, issuing and tracking data calls and RFPs to teammates, evaluating pricing and other subcontractor proposal components, and providing Subcontracts related input for business and technical proposal volumes
  • Provide post-award support ensuring timely processing of subcontract purchase order requisitions (future activity)
  • Ensure compliance with federal contract regulations (FAR & DFAR) Compare prices, specifications, and delivery dates in order to determine the best bid among potential subcontractors/vendors
  • Prepare cost price analysis alongside Program Manager and Financial Analysts
  • Selects and recommends suppliers and negotiates price, quality, and service
  • Maintain and update subcontractors’ files for internal and external audits, company policies and procedures
  • Establish and maintain compliant tracking records tailored to each subcontract
  • Perform subcontract closeout actions and complete file documentation
  • Perform all other duties as assigned

Required Qualifications: 

  • Bachelor’s degree and 2 to 4 years of prior relevant experience with cradle-to-grave Federal subcontracts administration
  • Experience working with relevant laws, regulations, terms, conditions, and policies governing assigned contracts, including FAR, DFAR, and CAS
  • Experience negotiating terms and conditions
  • Knowledge and experience of Deltek Costpoint and the Subcontractor Module
  • Proposal support experience – NDAs, TA’s, and data calls
  • Strong analytical, detail oriented, time management, self-starting, problem-solving, organizational, critical thinking, decision-making capabilities, and communication skills
  • Must be able to work independently, establish priorities, and meet deadlines with minimal supervision
  • Team player with the ability to multi-task and work in a fast-paced, high-volume environment 
  • Proficiency in MS Office Applications
  • Demonstrated ability to develop effective relationships internally and externally with subcontractors to drive results
