Proposal Manager
Columbia, MD

Freedom Technology Solutions Group is currently seeking a Mid-Senior Proposal Manager to join our growth team. In this role you will manage enterprise, complex and other proposals including technical, cost, and other proposal volumes for IC and other customers by developing and ensuring the timely submission of high quality, RFP-compliant and compelling proposals that can win in collaboration with capture and proposal team.
- Lead the proposal development process from pre-proposal phase through post-proposal submittal phases
- Establish compliant structure for solicitations
- Oversee schedules, outlines, proposal kickoffs, and solutioning sessions
- Ensure win strategy, compliance, and customer understanding are in the final proposal documents
- Develop a proposal strategy that results in a high quality, compliant and compelling proposal that will score high have the optimal win probability
- Facilitate proposal reviews and make recommendations to ensure compliance and increase proposal scoring
- Interact effectively, both verbally and in writing, with all staff throughout the development of the proposal, both Pre-RFP and Post RFP
- Manage and be accountable for compliance and the timely submission of the proposal by managing and controlling all proposal activities against the proposal schedule and the RFP's requirements
- Develop and conduct, structured and organized proposal kick-off meetings that establishes the plan to develop the proposal and the responsibilities and expectations of all proposal authors/writers and contributors
- Conduct proposal color reviews and/or collaborate with the assigned color review lead or chair in the conduct of color reviews that effectively achieve useful, actionable comments and recommendations from the review teams
- Effectively communicate and lead technical experts and proposal center staff (e.g., desktop publishing, production, graphics) to achieve the proposal effort's objectives. The position requires the ability to coach subject matter experts and other contributors in persuasive writing
Required Qualifications:
- Active Security Clearance Secret or higher
- Bachelor's degree plus five (5) years minimum related industry experience in proposal management, preferably within the technology sector or government contracting
- Experience facilitating, managing and developing complex proposals for opportunities including all proposal volumes (technical, solution, cost, and others)
- Comprehension of, and experience with, the Federal procurement process and regulations (e.g., FAR).
- Evidence of a successful track record of high quality, high scoring proposals
- Ability to develop and/or assist technical and capture personnel in developing compelling themes, discriminators, and messaging
- Experience developing and applying proposal management artifacts including but not limited to the following: proposal schedule, outline, compliance matrix, kick-off, storyboards, mockups, color review in-briefs and de-briefs, and others
- Experience applying the rigor of formal proposal processes in the development of proposals
- Possess strong time management and prioritization skills, excellent attention to detail, and good judgement in decision-making
- Advanced MS Word and MS Office skills
Desired Qualifications:
- Active TS/SCI clearance
- Experience with video, live orals, and/or demonstration proposals.
- Experience supporting a wide variety of solicitation size, complexity, and submission window.
- FEDSIM or GSA proposal experience.
- Certification and/or Formal Training in proposal management (e.g., APMP Certification)
